What is the PVoC Programme?
The Pre-Export Verification of Conformity (PVoC) Programme is a South African regulation requiring specific imported goods to be tested against national standards (SANS) in their country of origin before being shipped.
When does the PVoC Programme start?
The programme was gazetted on 20 March 2026. A six-month transitional period applies before full mandatory enforcement begins on 20 September 2026.
Which countries are affected by Phase 1?
Phase 1 of the PVoC Programme applies exclusively to designated goods imported from the People's Republic of China.
Do I need both a CoC and an NRCS LoA?
Generally, no. The PVoC CoC applies to unregulated goods, while the NRCS LoA applies to regulated goods. The two systems are designed to be mutually exclusive.
What happens if I don't have a CoC?
If you attempt to import Phase 1 designated goods without a valid Certificate of Conformity after the mandatory enforcement date, your shipment will be denied entry by the BMA and SARS Customs.
